I think it’s a metaphor — the government doing to us physically what it’s been doing to us economically and politically for years . . . .

Reminds me of this nugget from a GAO report on the stimulus last August:

Now however, the GAO report shows that the phrase ‘jobs created’ or ‘jobs saved’ is no longer the term of choice. They have decided to go with – wait for it – ‘lives touched’.
